Workshop on "Study of the disintegration of aggregates to improve the durability of concrete produced - RPF, NEPRO/0506/10"

In the presence of government officials and other official and honored guests on Thursday, June 11, 2009, a Workshop on "Study of the disintegration of aggregates to improve the durability of concrete produced - RPF, NEPRO/0506/10" took place at the Journalists House in Nicosia, where the findings of the research project were presented.

This research project, which received approval and funding from the Research Promotion Foundation in December 2006, worked on the study of the disintegration of aggregates to improve the durability of concrete produced.

The Federation of Associations of Building Contractors Cyprus (O.S.E.O.K.) was the contracting body with partners for the research project the University of Cyprus (Department of Civil and Environmental Engineering), the Public Works Department, the Geological Survey, the Mosfiloti Quarries, the Demolition Company KAOS and scholar Mr. Kokos Constantinou. The work undertaken was coordinated by the Director General of the Federation Mr. Nikos Kelepeshis.

During the project a number of tests were conducted on aggregates of limestone origin from various quarries in Cyprus. In order to conduct a fair and thorough investigation, tests were made both in the laboratories of the University of Cyprus and in the laboratories of Public Works and Water Development Department.

The Handbook for the Use of Cyprus Standards (CYS EN) for aggregates was presented by Mr Savvas Vrahimi, Senior Executive Engineer, Department of Public Works and Transport Ministry. Followed by a presentation of test standards and quality control for aggregates. Literary review, of experimental results, by Ms. Rebecca Fournari, MA Partner of the Department of Civil and Environmental Engineering, University of Cyprus.

Through this study, some conclusions were drawn that show that we had taken the first step, but that much needs to be done in research to ensure the quality of concrete.

The quality of construction and durability over time is essential for the economy and sustainable development of the island and is based largely on the quality of aggregates. Since the 1970s Cyprus has applied the Cyprus standards (CYS) quality control of these materials, which were based mainly on British Standards (BS). After the Turkish invasion and the loss of re-crystallized limestone quarries in the Kyrenia mountain range, new quarries created in igneous rocks of the Pentadaktylos mountain range (10 quarries), in reef born limestone (8 quarries), and calcite sandstone (3 quarries) in the region Troodos.
Control of the erosion rate in the Cyprus model (CYS) was done with sodium sulphate based on the standard ASTM C-88. After May 2004 and the introduction of European standards CYS EN 12620, CYS EN 13043, CYS EN 13139 and CYS EN 13242, control of the erosion rate, based on the standard EN1367-2, was done with magnesium sulphate, as a result the quality of aggregates now presents a completely different picture. Materials previously considered, by using the ASTM C-88 standard, of excellent quality, now using the new standard of EN1367-2 do not satisfy the provisions of European standards CYS EN 12620, CYS EN 13043, CYS EN 13139 and CYS EN 13242.

Through tests in the research program NEPRO/0506/10 so far it has been found that:

1. The study of the erosion of coarse aggregates with the European standard EN 1367-2 is appropriate and should continue.

2. There is a question mark over the suitability of the study of erosion of fine-grained with the EN 1367-2 standard, but it should not be abandoned without replacement by another method. Possible adoption of prEN 1367-2 on a weighted average should be studied, and the limits selected.

3. There is a correlation of erosion of aggregates and the quality of the finished product. The problems of erosion may not show up in measurements of the concrete strength.


Meeting: " Excavation, construction and demolition Waste Recycling"


With great interest by all parties, the Workshop on "Recycling Waste excavating, construction and demolition" was held by the Federation of Associations of Building Contractors Cyprus (O.S.E.O.K.) on 5 - 6 December 2008, in Hotel "Hilton" in Nicosia.

Besides the large number of participants who attended the Workshop, the Minister for Finance, Mr. Harilaos Stavrakis, Interior Minister Neoclis Sylikiotis, the Director of Public Works Mr Alekos Michaelides on behalf of the Ministry of Communications and Works and the Assistant Director Environment Agency Ministry of Agriculture, Natural Resources and Environment Minister Costas Papastavros on behalf of the Minister of Agriculture also attended and addressed the Workshop.

Welcoming attendees the President of the Federation of Associations of Building Contractors Cyprus (O.S.E.O.K.) Mr. Sotos Lois said that within the aims of the Federation our awareness of the environment could not be left out, also he referred to the  excellent cooperation that has developed in recent months between the Federation and the Department of Solid Waste Management of the Ministry of Interior in an effort to finalize a blueprint for the regulations of 2008 on excavation, construction and demolition waste.

The Minister of Finance and the Minister of Interior reaffirmed their support for the construction world after the government support measures announced for the construction industry.

The Interior Minister Neoclis Sylikiotis who heads the Interior Ministry appointed as the Competent Authority on waste, including material from the excavation, construction and demolition, said among other things, that the solid waste management is undoubtedly one of the most critical problems facing Cyprus. Integrated management is a very serious and complex issue that has been achieved and the process of resolving the proceeding within the timeframes set by the European Directives. The Ministry of Interior is progressing in preparing tenders for setting up Integrated Waste Management Centers at each province and creating countrywide green points to enable deposition of various materials such as household appliances, prunings, trash, furniture, etc. in controlled areas through which the recycling process will start.

In determining the long-term Strategic Plan for Solid Waste Management in Cyprus, the Ministry of Interior, as Mr. Sylikiotis, mentioned, pursues and depends on the close and constructive cooperation of both the Local Government, and the private sector and organized groups, such as O.S.E.O.K. to achieve the objectives set jointly with the Ministry of Agriculture, Natural Resources and Environment is committed to the European Union.

On his part, the Director of Public Works Mr Alekos Michaelides on behalf of the Ministry of Communications expressed his support for the proposals of the Ministry of Interior.

In an effort to implement the above Mr. Costas Papastavros on behalf of the Ministry of Agriculture, Natural Resources and Environment sent the message that in order to prevent should inform the public.

The Meeting was opened by the President of our Federation Mr. Sotos Lois followed by presentations by scientists from abroad and Cypriot officials as follows:

- "European Practice and Experience" by Mr. Max de Vries representative of the Federation International Recycling, (sectoral European Organization for Recycling of Waste by Excavation, Construction and Demolition)

- "The Austrian experience of Malta" by Mr. Martin Car - Director of Baustoffrecycling Verband BRV (Austrian Agency for the Recycling of Excavation, Construction and Demolition Waste)
 
- "Management A.E.K.K. - National Planning - Legislation ", presented by Mr. Michalis Pantis - Chief Inspector of the Ministry of Interior

- "Prospects and Opportunities in the sector of Recycling of Waste from Excavation, Construction and Demolition in Cyprus" by Mr. Panagiotis Alavera - Member of the Federation International Recycling.

- "Recycling A.E.K.K. and the Cypriot contractor "by the Director General of the Federation of Associations of Building Contractors Cyprus (O.S.E.O.K) Mr Nikos Kelepeshis.

After the presentations a debate was held and questions answered.

During the second day of the Workshop particular references were made to recycling facilities, machinery, selection criteria, applications for recycled materials, video presentations with practical application, etc. Publication of the Cyprus Legislation on Solid and Hazardous Waste Act (215 (I) / 2002) and Practical training followed on: Economic organization of a site in the light of rules separate sorting at source, recycling, health and safety on site.

Workshop: "Improving Working Conditions in Construction"

The Federation of Associations of Building Contractors Cyprus (O.S.E.O.K.) in collaboration with the Department of Labor Inspection (TEE) and the Association EL.IN.YAE - HVBG - BG VAU organized a workshop entitled "Improving Working Conditions in Construction" at the offices of O.S.E.O.K. on Thursday, May 15, 2008.

The purpose of the Workshop was to inform all Contracting businesses of the ability they have to train, through free programs, selected executives on Health & Safety.

The executives who will participate in these programs, will obtain at the end of the training, the qualifications required by the relevant legislation for:

1. Security Officers.
2. Moderators construction for safety and health.
3. Responsible persons for developing safety and health plan.
4. Professional advisers on Safety and Health at Work.
5. Managers, technical officers of companies who deal with health and safety at work and home services are the prevention of occupational hazards of organizations / companies.

The educational programs are materialized under the contract for services through the Transition Facility 2005 for Cyprus. Also the programs are funded by the Human Resource Development Authority (HRDA).

Speakers of the workshop were: Ms. Evangelitsa Tsoulofta - Kakouta, Officer of the Institute of Labor Inspection, Mr. Antonis Papadakis EL.IN.YAE and Mr. Nikos Kelepeshis, Director General of the Federation of Associations of Building Contractors Cyprus (OSEOK).

Conference: "Health and Safety in handling asbestos-containing materials"


The Federation of Associations of Building Contractors Cyprus (O.S.E.O.K.) in collaboration with the Department of Labor Inspection (TEE) and the Scientific and Technical Chamber of Cyprus (ETEK) organized a workshop entitled "Health and Safety in the handling of asbestos-containing materials "on June 24, 2006.
